    Sample Claim Letter

    Claims may be paid for military leave taken from 1980 to December 2000



    Currently the only way to start a claim is to gather as much supporting do*****entation as possible and send it to the HRO they should date/time stamp it (Consider sending it return receipt requested through the USPS, it will cost a few dollars, but you have proof that it was sent.). That should stop the clock for your specific claim (there are no guarantee's).

    Supporting do*****entation should include at a minimum:
  • 1. Certified copy (certified by the Civilian Pay Officer) of the individuals time card covering the period of military leave used.
  • 2. Military orders for that same time period.
  • 3. A letter stating, "This is a claim for Annual Leave Restoration based on, the OPM letter dated October 13, 2004, subject: Administrative Claims for Annual Leave as a Result of Decision in Butterbaugh v. Department of Justice", and including the appropriate information with regard to dates and military leave incorrectly taken. This needs to be done if you took military leave between 1980 and December 2000.
